I isolated the issue to Rack Performer (I can immediately cure the problem by routing the same audio source to a different application and/or directly to another audio output device.) This is also not due to a faulty VST plugin. After several hours of use a very distinct crackle and stutter begin to occur until the audio quality is so bad that it is unusable.
